How it works

Limits to know
- The tool adjusts quality a reasonable number of times instead of repeatedly recompressing to chase an exact byte count.

Will the file be exactly 2 MB?
No. The goal is to stay at or below the limit while preserving as much useful quality as possible, not to hit an exact byte count.
